Following the deployment of the SS-4 Sandel to Cuba which caused the 1962 Cuban Missile Crisis, the SS-5 Skean was blockaded by the US from coming near Cuba. Also known as the R-14 Chusovaya and 8K65, this medium range, liquid fuel missile was a follow up development of the R-12 and could carry a megaton nuclear warhead at an approximate range of 3700km. Two variants were produced to either be launched by ground launcher or silo.

The R-14/SS-5 was an intermediate-range ballistic missile with a single-stage, storable liquid-propellant. The R-14 missile design draws heavily on the P-12 missile which was previously developed. The architecture and functionality also represented, in particular, the work done by the Germans after the war. As regards their involvement in the R-14 Program in the late 1940s and early 1950s.
Compared with the R-12, the increase in the volume of the propellant was achieved through an increase in the fuel tank diameter.
