The young city of Wolfsburg has in the past made invitations to renowned architects for the construction of several of its public buildings; for example, Hans Scharoun for the municipal theater or Alvar Aalto for the house of culture. In the vein of this tradition, it is the architect Zaha Hadid that the jury has selected for the realization of Phæno.

Zaha Hadid is the first woman to receive the Pritzker Prize in 2004, which is Nobel Prize for architects. For a long time, his projects have had the reputation of being unrealistic. But recently, partly thanks to the realization of Phæno, they are born worldwide, as the Aquatic Center planned for the London Olympics in 2012. The choice was therefore focused on an architect working in very experimental and unconventional projects, trying relentlessly to discover new forms. Through this choice for an avant-garde project, the city of Wolfsburg also remains in the continuity of its "Leitsatz" (orientation program) entitled "Lust an Entdeckungen", initiated a few years ago.

Zaha Hadid drew the Phæno building and its surroundings as a fluid form where exterior and interior topographies are closely linked, a gigantic sculpture of concrete, steel and glass, which can be seen outside and inside. Some see the ship as a steamboat, others a reptile, or an iceberg, most of them a UFO or a spaceship. The building is 150 meters long and 16 meters high. The surface of the exhibition is carried by 10 cones with varied geometry. One can thus move under the exhibition surface, in the middle of these cones. This landscape may have been sculpted by the erosion of river currents.

Most of the cones contain spaces such as the entrance and the crates, the restaurant, the workshops, the shop, the theater, the forum of ideas (space reserved for workshops and exhibitions). Five of these cones cross the exhibition area. An imposing freestanding structure, made of metal beams, rests on these five cones and supports the roof.
