At the same time as the great technical and engineering demonstrations of the 19th century were going on, there was a problem for building specialists. The configuration of cities no longer seems to be appropriate to the major changes known by society for several years. The explosion of demography in large European cities, generally designed according to a medieval model, poses several difficulties. These problems are the subject of many remarks, summarized by the French urban planner Pierre Lavedan in his book History of urban planning: "The history of large cities in the 19th century is that of a disease". In order to improve the living conditions of the ever-growing population, cities must tackle entirely new problems

It is no longer a question of practicing an urbanism imprinted with aesthetics as it was put in the Renaissance; utilitarianism becomes the watchword. The new materials developed during the century are used. Air circulation, hygiene and housing will be at the heart of the renewed concerns for urban areas during the 19th and 20th century.

Thanks to the appearance of materials from the industrial revolution such as reinforced concrete, steel, and glass, planners now have the tools they need to build new cities. It is from this moment that we see the definition of the first contours of the modern city. When we think of a city representing modernity, the image that usually comes to mind is that of Paris. The many changes experienced by the French capital during the 19th century are undoubtedly the emblem of modernity. Of course, other European cities such as Barcelona and Vienna, to name but a few, have undergone transformations during the same period. However, Paris remains exemplary in this respect. These transformations began during the Second Empire in 1852, a year after the first London World Fair. Emperor Napoleon III charged Baron Georges Eugène Haussmann, then prefect of Seine, with the mission of transforming the city.
