development of the modern city. Respectively designers of the cities of Barcelona and
Vienna, these two architects by profession, influenced by the work done in the French capital perfect in their turn the new precepts of the modern city. However, well
that these two architects turn out  important in urban development outside of
France, their writings do not touch every aspect of the city. According to Agulhon, only the writings
of the Haussmann deal with the urban environment in an overall vision. The author Siegfried
Giedion would have even made the latter the forerunner of progressive urbanism.
The two cases of Barcelona
and Vienna will be discussed further, the emphasis will be placed on
the Cerda and Sitte urban planning treaties and the impact of these on development
of the modern European city. It is important, however, to return to the city of the industrial age
in order to understand Haussmann's place as a precursor of the urban fact.
The concept of town planning was born, as Françoise Choay explains, following the
transformations suffered by cities during the Industrial Revolution: On the one hand, urban planning
designates a new discipline that declares itself autonomous and wants to be a science of the conception of
cities. If we follow the logic of this definition,
Haussmann would have put in place the new conception of the cities, permanently changing the
urban design.
