Germany was not in a favorable economic position to follow the rest of Europe in their progress. The 1870s, however, had been marked by the willingness of the Germanic country to enter the race for performance in which the industrialized countries had embarked. At the turn of the 20th century, Germany fully embarked on a new approach, emphasizing aesthetics and urban development. This change is accompanied by a wind of innovation across Europe, where many projects sprang up between 1890 and 1914. Certainly one of the richest in the evolution of urban planning in Europe, this period sees the birth of many publications that have a positive and triggering effect in the development of urban planning in Germany. The country quickly became a leader in urban and architectural development thanks to a high concentration of avant-garde architects.

According to several theorists, although Germany lags behind modern development for many years, the origins of modern architecture are for the most part in this country. One of the reasons for the large presence of modern architects in the Germanic country can be explained by the urban development policy practiced by the Weimar State. From the outset, the 55 Germanic municipalities have greater power over the development of their territory, unlike France, where each city is subject to heavy prefectural supervision which limits them in their urban development.

This lassitude at the level of the German municipal by-laws allows an opening between the municipalities and thus gives the possibility of commerce between the various cities. In addition to municipal by-laws, another element shows a certain gap between France and Germany: urbanism. It was not until 1919 that France imposed for the first time a development plan for its municipalities. In Germany, already in 1875, a law encompasses these issues and pushes the reflection much further: In contrast to the development of the major French cities of the time, where efforts are made to repeat the Haussmann breakthroughs on a smaller scale, the plans of German cities address the decisive question of the growth of the metropolis . The German urban organization operates in an avant-garde way as it plans according to the growth of its population. France, for its part, is still lagging behind, making urban changes only when the situation is already problematic. It is easy to understand that even before the 1914 war, Germany is already a leader in Europe.
