Experiments with self-propelled artillery were conducted in the USA since the First World War, but none of the ACS projects developed during the interwar period went beyond the prototype stage. The reasons for this development were many. The most important of these were the low priority of development in this area due to different opinions among the artillery command regarding the ACS, lack of funding and the lack of a suitable serial tank base for armored units on tracked chassis. However, the attention paid to self-propelled artillery by the US Army increased with the creation of the US Armored Forces on July 10, 1940 and with the experience of the battles of the initial World War II, and above all the success of the German SAU in the Polish and French campaigns. Based on this, the requirement was put forward to create a high-speed ACS on a tracked chassis capable of accompanying tank columns on the march. As a temporary decision, the M3 and T19 ACSs on the semi-tracked chassis were adopted, but they were too small to accommodate the necessary weapons and did not meet the mobility requirements.

The history of the M7 began in October 1941, when the head of the Armored Forces, Major General J. Devers, recommended the development of a 105-mm self-propelled howitzer on the chassis of the new medium tank M3, whose production began three months earlier, and the construction of its two prototypes. According to this assignment, prototypes, designated 105mm Howitzer Motor Carriage, were manufactured by Baldwin Locomotive Works and transferred to the Aberdeen testing ground. The first prototype after preliminary tests was transferred on February 5, 1942 to Fort Knox, where the tests continued for three more days. According to the results of tests, the Panzer Tank Committee of the US Army concluded that after some refinement, the T32 would meet the requirements of the army.

In accordance with the recommendations of the Armored Committee, the cutting armor thickness was reduced from 19 to 13 mm. In addition, the howitzer was shifted to the right in order to provide a 45 ° horizontal guidance sector, which is allowed by the gun mount. To reduce the height of the ACS, the Armored Committee allowed the maximum elevation angle to be reduced to 35 ° compared to 65 ° indicated in the original assignment. Another requirement was the T32 equipped with a 12.7-mm anti-aircraft machine-gun unit. Options were being developed with the placement of a folding swivel installation on the roof of the engine compartment, or a turret installation - in one of the cutting corners. As a result, the second option was chosen, which required changes to the configuration of the frontal part of the cabin, which also provided for its greater internal volume. The height of the sides and aft of the cabin was reduced by 280 mm, while the frontal part was increased by 76 mm. Due to the change in the ammunition, we managed to increase the ammunition load from 44 to 57 shots.

Since February 1942, all these changes were made at the Aberdeen Proving Ground in the second prototype of the T32, which was then sent to the American Locomotive Company plant for use as a sample for mass production. In April 1942, the T32 was adopted as standard, receiving the designation 105mm Howitzer Motor Carriage M7.
