The Shave and Haircut Fur setup is included in all the MAYA formats. The OBJ and FBX formats dont include the Shave and Haircut setup so you can only use the textures. I have included a separate Maya (8.5 mb) file with the hairfur guides (nurbs) so you can make tham dynamic andor use with other fur plugins.
